Goa State Budget Speech 2010-2011 Print E-mail

The Goa State Budget for 2010-11 was presented by Goa’s Chief Minister Digambar Kamat. The Rs 5.69 crore revenue surplus Budget and PPP (Public Private Participation) mantra for creating infrastructure in the State was presented in the Goa State Assembly on 25th March 2010.

Kamat said that that the main objectives of the Budget 2010-11 is to achieve a higher GSDP growth rate of at least 12% with greater emphasis on achieving fruits of growth and development to be equally availed by the less privileged and vulnerable sections of the society.

Besides trying to create a new interest in agriculture and allied sectors, the budget aims at reducing unemployment and at the same time to giving boost to infrastructure. One the important objectives is also to provide greater security to tourists visiting the State.

Following are its highlights:

  • Allocation to agriculture sector doubled from 2 % to 4 %
  • Unutilised industrial land & non notified SEZ land will be given to big industries
  • Venture capital funds to be formed to help Goan entrepreneurs
  • Cyberage scheme will be replaced by School computer lab scheme. 10 computers to be given to each school.
  • 1000 Goan youth to man Goan beaches.
  • Rs 50 cr allocated for infrastructure development.
  • Blanket medical insurance for Goans upto Rs 60,000 per year. BPL families will get existing additional insurance of Rs 30,000.
  • Rs 500 cr to be spent on road infrastructure in mining belt
  • Golden jubilee development council under Dr Mashelkar to make vision document for Goa 2010 to 2050.
  • Goa IT knowledge Centre at Verna for creating incubation centre for Goan entrepreneurs.
  • Review of biotech policy will be formed.
  • Boost to food processing industry by giving help to transport and storage.
  • Annual plan size Rs 2550 cr for 2010-11 which is 11.38 % more than last year. Targets 12 % growth rate.
  • New Dharbandora Taluka will be formed by clubbing areas of sanguem, ponda, Bicholim.
  • Development fund of 50 lakhs to each MLA on the lines of MPLAD scheme
  • Contract farming given boost. Support price for agriculture produce increased.
  • Small industrial plots will be given to Goan entrepreneur
  • Women entrepreneurs will be encouraged
  • 50 percent one time grant to self help groups
  • Labs and lab assistant posts will be created in every schools
  • NGOs will be given funds for counseling school students
  • New Government College in economics and commerce in Margao.
  • Upgradation of state museum & setting up of private museums
  • Promotion of adventure sports in Goa
  • Beach safety stressed. Basic facilities like toilets, showers will be made available on beaches with the help of private partnership
  • Appointment of estate officer to monitor encroachments on govt land
  • Study of infrastructure requirement in tourism belt of Siquerim to Baga
  • Logistics hut at Sancoale and Dharbandora on PPP model
  • Rs 50 cr sanctioned for Mopa airport land acquisition
  • New Goa Bhavan building to come in Mumbai and old Goa sadan building in Delhi will be renovated
  • 2 fire stations at Cuchorem and Patto Plaza
  • Sewerage facility in Navelim and Porvorim
  • Proposed Convention centre of Dona Paula to shift to hinterland
  • Bridges proposed at Cumbarjua and Savoi verem. Feasibility to be studied for bridges connecting Ribander-Chodan-Diwar
  • Well equipped facilitation Centres for journalists at every taluka headquarters
  • Housing and habitat policy in the offing
  • Committee under Dr Vijay Bhatkar to study e governance and IT industry
  • Bill on crematorium and burial grounds will be introduced
  • New Act to regulate casinos in the state
  • Entry fee in land casinos reduced from rs 2000 to Rs 500 entry fee on off shore casinos remains same at Rs 2000.
  • Infrastructure cess on tourism. 5 percent cess on room rents of all Hotels and Resorts.
  • water tarrif will be reviewed in this year
  • Retail liquor license fee hiked for five star Hotels from 1 lac to 2 lac.
  • Levy of 2 percent dropped on cable network.
