GST Council, in their 33rd & 34th meetings, have proposed far reaching amendments with avowed objective of boosting up growth of residential segment of real estate sector. These amendments notified on 29thMarch and made effective from 1st April 2019, have bought in highly complex changes that have practically re-written the GST Law that will have far reaching impacts and fallout for the Real Estate Sector. Moreover, 7 rate notifications have been issued under CGST Act to operationalise the new Scheme of Real Estate Taxation.
The new scheme for the first time introduces some new concepts such as reverse charge on development rights to the extent of unsold units on the date of receipt of completion certificate , shortfall of the purchase of goods / services or both from the registered dealer, cement procured from unregistered dealer etc. Besides the challenge of transition from ongoing projects to new scheme , there are many other concerns relating to Option in respect of ongoing projects, New tax rates and conditions for the new tax rates, Treatment of TDR/ FSI and Long term lease for projects commencing after 01.04.2019, amendment to ITC rules etc.
With a view to enable our members, Real Estate Industry and the tax professionals to understand the nuances of the changes and help them to deal with the challenges posed, Goa Chamber is organising a Half Day Seminar on Tuesday, 16th April at GCCI Convention Hall from 9.30 am to 1.00 pm.
CA Jatin Christopher from Bangalore will explain in detail each of the recent amendments and the notifications, their implications and complexities involved.
