India stands at a pivotal moment of reform as it undertakes one of the most comprehensive overhauls of its labour legislation through the introduction of the four new Labour Codes. These Codes are designed to simplify compliance, enhance transparency, strengthen worker welfare, and improve ease of doing business. However, their true effectiveness will depend on how well industry understands, prepares for, and implements these changes on the ground.

At the Goa Chamber of Commerce and Industry (GCCI), we recognise that regulatory transformation demands proactive engagement and continuous capacity building. In this spirit, GCCI organised Goa’s first industry-led, full-day seminar on “De-Coding the Four Labour Codes – What You Need to Know About India’s New Labour Reforms” on 11 December 2025. The seminar marked a significant milestone for Goa’s industry, as it provided a comprehensive and practical understanding of the transition from existing labour laws to the new Codes.

The four Labour Codes- on Wages, Social Security, Industrial Relations, and Occupational Safety, Health & Working Conditions – will have far-reaching implications for employers, employees, and HR practices. Through this seminar, our objective was to demystify the provisions of the Codes and equip industry stakeholders with clarity and confidence. The expert sessions conducted by Mr. Govindraju N. S., a nationally respected authority on labour laws, were particularly insightful and addressed both legal interpretation and real-world implementation challenges. The enthusiastic participation, extensive question- and-answer discussions, and requests for follow-up sessions clearly reflected the relevance and value of this initiative.

This seminar exemplifies GCCI’s broader commitment to ensuring that Goa’s business community remains informed, compliant, and future-ready. Alongside labour law reforms, businesses today face rapid changes across taxation, compliance, consumer protection, and economic policy. During the month, GCCI organised several other impactful knowledge programmes aligned with these evolving needs.

A focused half-day session on “Compliance 2.0: From Navigating GSTR-9 & 9C to Unlocking AI-Driven GST Compliance” provided industry and professionals with deep insights into annual GST returns, reconciliation challenges and the growing role of artificial intelligence in improving compliance efficiency. The programme reinforced the importance of accuracy, automation and technology-led compliance in an increasingly data-driven tax environment.

GCCI also continued its commitment to consumer awareness and education through a seminar on “Awareness on the Legal Metrology Act & Rules”, organised in collaboration with Vidya Prabodhini College. This initiative helped sensitise students and young consumers on their rights, the importance of accuracy in weights and measures, and grievance redressal mechanisms—an essential aspect of building responsible markets.

Further strengthening industry–academia collaboration, GCCI partnered in a two-day national conference on “Transforming India @ 2047: Pathways to Inclusive Growth, Regional Resilience and Global Competitiveness.” The conference fostered meaningful dialogue on inclusive growth, sustainability, innovation, and policy-relevant research aligned with India’s long-term vision.

Together, these initiatives reflect GCCI’s holistic approach to industry development and its role in connecting policy, industry, and society to help members stay compliant, confident, and competitive.
